Administrative History

The Financial Restructuring Board for Local Governments was created in 2013 (L. 2013, Ch. 67) and charged with reviewing upon request the finances and operations of any "fiscally eligible municipality," and disbursing at its discretion grants and loans to municipalities that requested such reviews. The board was also empowered to serve, at the request of select "fiscally eligible municipalities" and with the consent of labor unions representing their employees, as a binding arbitrator in collective bargaining impasses. The board was also authorized (L. 2013, Ch. 526) to reimburse municipalities for some or all of the costs associated with engaging the services of external advisers who helped them to develop multi-year financial plans.

B2766-14: This accretion consists of a copy of the Financial Restructuring Board for Local Governments website produced on February 26, 2014. It contains the text of the legislation that created the board and defined the scope of its responsibilities, information about the board's members, and annual meeting agendas, presentations, and resolutions (2013). Also included are forms and guidelines for "fiscally eligible municipalities" requesting comprehensive reviews or multi-year planning grants and for municipalities and labor unions seeking to have the board mediate a collective bargaining impasse.

B2766-19: This accretion consists of a copy of the Financial Restructuring Board website produced on December 31, 2019. It contains background information about the board and its members and annual meeting agendas, presentations, and resolutions (2013-2019). Also included are forms and guidelines for "fiscally eligible municipalities," most of which are also present in the February 26, 2014 copy of the site, and the board's comprehensive reviews of the finances and operations of "fiscally eligible" cities, towns, and villages (2014-2019).
