Administrative History
The office of Associate Commissioner of Cultural Education and Special Services was created in 1958 to administer multiple programs with the State Education Department: State Library and Library Extension; State Museum and Science Service; Archives and History; Motion Picture Division; Educational Television; and Intercultural Relations. Although the name of the program area overseen by the associate commissioner changed several times (to Cultural Education in 1966, Other Educational Programs in 1969, and Community Educational Resources in 1970), the component programs remained similar. The Motion Picture Division was discontinued in 1965. Dr. Hugh M. Flick served as associate commissioner from 1960 to 1970, prior to which he served as Executive to the Assistant Commissioner (1955-1960) and Director of the Motion Picture Division (1949-1955).
Scope and Content Note
The series consists of Dr. Hugh M. Flick's personal copies of records compiled during public service with the State Education Department. Records include outlines, drafts, and final versions of speeches; background materials consulted during preparation of speeches and publications; and published materials on associated topics. Subjects of speeches include censorship; communication; cultural heritage; and education.

These records were given to Professor Laura Wittern-Keller, Univeristy at Albany, by Hugh M. Flick Jr. Professor Wittern-Keller donated the records to the New York State Archives in 2022.
