Administrative History

Project Liberty, a disaster-recovery program administered by the New York State Office of Mental Health (OMH), provided free crisis counseling, education, and referral services to New Yorkers affected by the September 11th terrorist attacks. Funding was provided by the Federal Emergency Management Agency (FEMA), with support from the Federal Center for Mental Health Services. Over the three years of Project Liberty's existence, approximately 1.5 million people requested and received trauma support and other related assistance.

Records include program application material; quarterly and final reports; New York City Department of Education program plans; meeting minutes; toolkits; staff training/development; and records related to outreach.
