Administrative History
The Assembly Committee on Rules, chaired by the Speaker, is the most important procedural committee in the Assembly.
Among other functions, the committee assigns bills to standing committees, establishes the order that bills are placed on the Assembly Calendar, and regulates the housekeeping and staffing practices of the Assembly. Each bill reported out of Assembly and Senate committees is reviewed by the Committee on Rules to ensure conformity with Assembly rules and practices. In addition, the committee automatically takes over any unreported bill from all assembly standing committees after these committees cease to function at a specified date near the end of each session. At this point the Committee on Rules is the only committee that can move the bills for a vote in the full Assembly.
Scope and Content Note
This series contains registers of bills referred to the Committee on Rules by Senate and Assembly committees during legislative sessions.
For each bill referred, the register contains the following information: standing committee action (i.e., approved, killed, referred); introductory and print numbers; reprints of bill; introducer; bill number of companion bill in the Senate or Assembly; and date bill sent to Committee on Rules.
