Scope and Content Note
This series consists of complete bill files prepared by Senate Minority Leader Manfred Ohrenstein's office during legislative sessions in which the Democratic Party was in the minority. Records include copies of bills, introducer's memoranda, supporting and opposing arguments as developed by Senate Minority staff, communications in support and/or opposition to bills as received from state agencies and interest groups, and final vote tally sheets for all bills introduced in the Senate each year. The Minority Leader's office collected a complete set of such bills each year, regardless of whether or not bills were signed into law.
These records were used to develop and support party stances on proposed legislation, to manage minority floor activity, and to monitor and document the current session's legislative activity and proposals.
