Administrative History
The Legislative Commission on Economy and Efficiency in Government examined ways to improve efficiency and accountability in New York State government. The Commission gathered statistics, prepared reports, facilitated meetings, and undertook specialized projects to monitor the state's economic activity and to propose remedial legislative programs. In 1986, the name of the Commission was changed to the Legislative Commission on Public Management Systems.
Scope and Content Note
This series contains correspondence, memoranda, background reports, commission annual reports, staff notes, meeting agenda and minutes, draft legislation, clippings, and papers delivered at conferences, prepared by Commission members and staff, statisticians and economic forecasters, representatives of the business community, members of state and national business organizations and associations, and interested individuals. The bulk of the records date from 1980 to 1985.
The records relate primarily to the Commission's concern with forecasting New York's future economic development and improving state government financial reporting and accounting systems. There is material relating to the organization of individual state agencies, reform of the budget process, performance measurement, tax-exempt financing, internal control reform, and GAAP (i.e., "generally approved accounting principals"). There are a number of drafts of a Request for Proposals for audits of state government in compliance with the 1981 GAAP law. Also included in the series is material on legislative initiative and referendum and on nuclear power and safety.
