Administrative History
The Assembly Standing Committee on Consumer Affairs and Protection was established in January 1975 in response to the "consumer movement" phenomenon which was beginning to coalesce throughout the country at that time. It was designed to investigate consumer abuses and to develop possible remedies, while at the same time maintaining fair and realistic treatment of the business community. Prior to its creation most consumer-related bills were referred to other assembly standing committees such as Agriculture, Commerce, and Industry and Economic Development. The committee is responsible for developing legislation to protect consumers' rights. It also strives to ensure that individual consumers have access to sufficient information to make informed choices about competing goods and services offered for sale.
Scope and Content Note
The series consists of incoming and outgoing correspondence, internal memoranda between committee members, bill analyses, issue papers, copies of sponsor's memoranda, copies of draft and final legislation, newspaper clippings, copies of articles from consumer related publications, and other materials relating to legislation developed by the committee. Also present is a small amount of summary information on legislation, including status sheets, budget priorities, committee agendas, and final or annual reports.
The files pertain to legislation which was adopted, as well as some legislation vetoed by the governor or never enacted. In addition to documenting the work of the committee in developing and acting upon legislation to protect consumers' rights, the files provide detailed information on the legislative process and on the progress, strengths, and weaknesses of consumer-related legislation introduced into the State Assembly.
