Arrangement

The subject files of the Assembly Standing Committee on Higher Education have been arranged in three subseries: 1. Education Subject Files; 2. Professions Oversight Subject Files; and 3. Reports and Published Material.

Administrative History

The New York State Assembly Standing Committee on Higher Education first convened in 1975. It is responsible for the initiation and review of legislation relevant to higher education and the professions in New York State. It also monitors the ongoing activities of professions regulated and licensed by the state and offers guidance on policy and funding to the state's library network. According to its 1988 annual report, "few legislative committees have jurisdiction which impact on such a broad range of public policy fields as the Committee on Higher Education."

Scope and Content Note

Subject files of the Assembly Standing Committee on Higher Education reflect a broad spectrum of the committee's responsibilities. The subject files have been arranged around two main areas of the committee's focus: oversight of education and oversight of the professions. The contents of the files vary widely; some contain extensive notes and correspondence regarding legislation on the given subject while others might contain only background or reference information gathered from other sources.

The committee's activity pertaining to education covers both higher education and cultural education. While the subject files primarily relate to matters of higher education, materials related to a joint public hearing on aid to public libraries are evidence of their cultural education jurisdiction. The subject files reflect a range of themes affecting higher education including campus health and safety, guns in schools, minority access to higher education, diversity on college campuses, student loans, and internship programs. The subject files also reflect procedural matters such as legislative bill analysis, Board of Regents vacancies, litigation regarding educational testing law, regulation of for-profit educational institutions, and activities of the State Education Department.

Subject files pertaining to oversight of professions primarily relate to the regulation and licensing of medical professionals. Subseries 1: Education Subject Files

Scope and Content Note:

The Education subject files pertain to the Assembly Standing Committee on Higher Education's review of legislation relevant to cultural and higher education in the state of New York. The files, which include correspondence, notes, news articles, drafts of legislation, and reports, address public funding of libraries and educational institutions; ensuring the health and safety of college communities; and promoting social diversity by increasing the involvement of African-Americans, Latinos, and other minorities in higher education. Included in the subseries are four folders of general reading materials that were apparently gathered as reference and background information to support the functions of the committee. Three public hearings are represented in the subseries. One public hearing concerned state funding of public libraries. The others both dealt with social diversity on campuses in New York: Social and Cultural Diversity at the State University of New York and Increasing Access to Higher Education for Under-represented Populations. Files related to public hearings typically contain notes, correspondence, and prepared statements or other testimonies. In addition to the materials related to the public hearings on diversity (B2F4-5; B3F1), the subseries contains data about the racial and ethnic composition of the student population of the State University of New York (B3F12). This data is for the fall semester of 1988, with preliminary numbers for the fall of 1989. Other materials related to minority access to higher education include news releases, correspondence, testimonies and presentations to the committee, minority representation and enrollment data, notes, reports, articles, and brochures. Included in the subseries are files that were created in the process of surveys conducted by the committee. One of these was a broad "informal survey to assess the nature of student health services provided by colleges." This survey requested from colleges the types of services offered on campus and the arrangement of staffing available to provide those services. A more focused survey monitored whether colleges had complied with an order to create campus security advisory committees. Other materials pertaining to campus security include news articles, text of relevant federal statutes, correspondence, draft legislation, brochures, reports, and notes. The subseries contains materials connected with various aspects of the Board of Regents: applications from candidates hoping to fill a vacancy on the Board of Regents, materials that relate to efforts to reform the Board of Regents, biographical profiles of the then current members of the Board, materials that reflect the process of selecting new members and information about scholarship and award programs administered by the Board of Regents. The subseries includes materials related to legislative oversight of proprietary schools (for-profit educational institutions). Items document amendment to education law concerning proprietary schools, including notes, draft legislation, and committee correspondence. Correspondence from the Bureau of Proprietary School Supervision and the Proprietary School Advisory Council are also included. The subseries contains materials related to the State Education Department, including information about the department, correspondence, and information on education provided to the legislature for use during the 1994 legislative session. Also included are documents pertaining to rule making and policy changes of the State Education Department. Contained in the subseries are materials related to student loans including Standing Committee on Higher Education notes and background reading. Also included are memos and correspondence from other agencies: the New York State Dormitory Authority, Higher Education Services Corporation, and the State Education Department. These materials reflect introduction of or amendments to state policies and programs.

Subseries 2: Professions Oversight Subject Files

Scope and Content Note:

The subject files in the Professions Oversight subseries pertain to the Assembly Standing Committee on Higher Education's role in legislative oversight of the professions in the state of New York. The files contain a variety of materials, such as notes, correspondence, testimonies, news articles, drafts of legislation, and working papers. Included in this subseries are materials related to the oversight of professions in medical and educational fields in New York, particularly as they relate to educational and licensing requirements for those professions. In the case of teacher education and certification, the materials also reflect efforts to expand awareness of cultural diversity and increase representation from African-American, Latino, and other minority communities within the teaching profession. These goals are apparent in correspondence concerning programs such as the Teacher Career Recruitment Clearinghouse and in reports of programs and advocacy groups. Also included in this subseries are materials related to a public hearing on alternative medical treatments and therapies. The 1993 hearing sought public comment on a proposed amendment to the education law that would allow medical practitioners to provide unconventional treatments to patients under certain circumstances. Materials include testimony regarding holistic, homeopathic, and other non-standard or non-Western approaches to medical practice. The subseries contains materials related to activity regarding changes to labor law in New York as well as the committee's study of workforce and economic development.

Subseries 3: Reports and Published Material

Scope and Content Note:

The Reports and Guides consist of published reports, hearings, and informational materials that were collected by the Assembly Standing Committee on Higher Education. Reports on public hearings and Annual Reports of the Committee on Higher Education were authored, at least in part, by the committee. Other materials were gathered for reference purposes or otherwise received by the committee. The public hearing that reviewed the City University of New York (CUNY) examined its role in serving the needs of its largely African-American and Latino student body. Public hearings on community colleges and the State University of New York (SUNY) looked at the mission of those institutions as well. The public hearing "Preparing Teachers for the Classroom of Today" addressed many subjects affecting education, notably the response to multicultural trends and the needs of immigrant students. The State Education Department reports to the Board of Regents that were sent to the committee cover subjects that parallel the work of the committee: budget and strategic goals reports, appointments to state boards, regulation of professions, creation of degree programs, and financial aid and minority scholarship programs.
