Summary:

These records were compiled by Judge Francis Bergan, a Convention delegate who served as chair of the Committee on Education. The series consists mostly of constitutional article proposals, delegate correspondence, correspondence from Convention President Anthony Travis, reports, and speeches. Administrative History

Albany Court of Appeals Judge Francis Bergan was one of the few delegates to the New York State Constitutional Convention of 1967 who had also served in the Convention of 1938. Bergan served as chairman of the Committee on Education.

Scope and Content Note

The majority of this series contains constitutional article proposals, as well as correspondence between delegates and correspondence from Convention President Anthony Travis, maintained by Judge Francis Bergan as a delegate of the 1967 Constitutional Convention.

Bergan's records concentrate heavily on education topics, with committee agendas, reports, speeches, and correspondence. Included are records about the Blaine amendment, prohibiting the use of public monies for private education, and correspondence supporting or renouncing the proposed amendment. Also included are records (mostly correspondence) regarding higher education in New York from college and university administrators.

In addition, the series contains several items pertaining to the proposed reorganization of the judicial branch in New York State government, with little correspondence included; as well as records that concern the "forever wild" status of the Adirondack Park under Article 14.

Custodial History

These records were a gift of Judge Francis Bergan to the Syracuse University Manuscripts and Special Collections in June 1968. They were transferred to the New York State Archives in June 2006 and accessioned in the summer of 2007.
