Scope and Content Note
This series consists of memoranda, copies of proposed bills, and reports on proposed bills compiled by the Division of the Budget. The records were generated for use by the Governor's Office in deciding whether a particular bill should be approved or vetoed. Accompanying each file on a bill is a report which contains the following information: by whom the bill was introduced, subject and purpose, summary of provisions, prior legislative history (if any), arguments in support of the bill, possible objections to the bill, other state agencies interested (if any), position of other organizations (if relevant), budget implications and recommendation. In addition, some files contain copies of memoranda from the Governor's Office stating why a particular bill should be vetoed or approved. Bills for which "no opinion" was rendered are not included.
