Administrative History

Reporting to the superintendent of insurance are deputy assistants, staff in over a dozen line bureaus located in Albany and New York City, and other section heads. This staff performs a wide variety of licensure, investigation, consumer support, and regulatory functions relating to supervision of the insurance business in New York. All major policy decisions regarding insurance regulations go through the superintendent or a deputy.

The first deputy superintendent supervises the other deputies and is in charge of administration. Each deputy superintendent supervises one or more line bureaus, except for the deputy who serves as department counsel. Frequently the first deputy or one of the deputies serves as acting superintendent between regularly appointed superintendents.

Scope and Content Note

Deputies' files typically contain correspondence, memoranda, reports, and occasional pamphlets concerning administrative matters and policy relating to the line bureaus under each deputy's supervision. As such they supplement material on policy development and departmental operations. There is some duplication of records in the superintendents' and deputies' files, but the deputies' files contain more detailed information on lower level policy decisions and programs, because of the frequent communication among deputies and bureau chiefs.

13877-99: This accretion contains the files of first deputy superintendent L.O. Monin (1968-1973). In addition to administrative files (e.g., monthly bulletins, job applications, budgets), the records include files pertaining to the Liquidation Bureau; the Welfare Fund Bureau; the issue of competitive, guaranteed, or open rating; various types of insurance (auto, homeowners, pensions, etc.); and special studies (e.g., no-fault implementation in New Jersey).

13877-12: This accretion consists of records from three Deputy Superintendents: Linda Lamel, John Lennon, and James Randolph. Additionally, the accretion contains the records of First Deputy Superintendent Donald Gabay.
