Scope and Content Note

The series consists of certified copies of minutes and approved resolutions of the Board of Trustees, as well as agendas of meetings of the Board of Directors. The original by-laws of the Mental Hygiene Facilities Improvement Fund provide that the secretary should keep minute books and that, in accordance with the Mental Hygiene Law, three certified copies of the minutes should be sent to the governor within three days after each meeting of the trustees. The series includes copies of transmittal letters accompanying the minutes, and also original acknowledgments sent from the Executive Chamber upon receipt of the minutes. The records document board decisions and details of start-ups, contracts, financing, and policy issues.

The minutes typically include: charts and tables of projects under construction, showing contract awards and progress; statements of furnishing and equipment expenditures; and copies of agreements and the fund's operating budget. Resolutions typically reflect: approval/authorization agreements for contracts (or their termination) for services on the design and construction of facilities; execution of leases for land or equipment; or funding of projects (or sometimes provision for supplemental costs). The agendas for trustees meetings typically include information on: the status of facilities projects and programs for municipalities; designation of architects, engineers and consultants; sale of notes; reports on bidding; authorization of execution of leases; proposed budget; submission of certification of obligations; and personnel reports.
