This series consists of records relating to strikes by public employee bargaining units, predominantly representing correction officers and security guards. Records include transcripts, audiotapes of hearings, and a smaller amount of correspondence, materials on grievance procedures, agency contingency plans, fact-finding reports, and hearing officers' notes and exhibits. Records are arranged roughly by bargaining unit.

Scope and Content Note

16226-94: The bulk of this accretion documents strikes involving Council 82, the bargaining unit which represents security guards and correctional officers statewide. It includes files on all the major correctional facilities in the state. There is also some material related to the State University system. Records include a large number of transcripts, audiotapes of hearings, and a smaller amount of hearing correspondence, materials on grievance procedures, agency contingency plans, and hearing officers' notes and exhibits.

16226-95: This accretion pertains primarily to strike hearings held according to Civil Service Law in connection with strikes in 1979 by Council 82 (representing security officers and guards) at state facilities. Also included are hearings regarding employee placements and closings of facilities. There are files for several correctional facilities (e.g. Auburn, Attica, Bedford Hills, Clinton) and psychiatric centers (e.g. Central New York, Masten Park).

16226-97: This accretion pertains to fact-finding proceedings concerning retirement for Council 83 members (including copies of the fact finder's report), and the Office of Mental Hygiene strike of 1970.

16226-98: This accretion pertains to the Council 82 strike at Fishkill Correctional Facility in 1979, and includes material on strike policy and procedures.

16226-98A: This accretion relates to the aftermath of the 1979 Council 82 strike at Fishkill Correctional and includes an agreement of reconciliation, show cause orders, and counsel's office notes.
