Scope and Content Note

This series consists of the subject and correspondence files of the Director of the State of New York Mortgage Agency (SONYMA). They contain monthly and annual reports, bond and budget information, conference handouts, invitations, litigation files, correspondence, mortgage information, and other material relating to the agency's function of issuing mortgage revenue bonds and purchasing mortgage loans for owner-occupied residences.

18118-94: This accretion consists of file copies of correspondence, memoranda, and related material of Angel R. Aponte, who was assistant vice-president and special assistant to the president of the State of New York Mortgage Agency. The majority of the files relate to the presidency of Christine A. Flynn.

In addition to administrative matters, such as agency budget requests, monthly reports, staff meeting agendas, and fact sheets and policy and procedures guidelines, the files cover the major program activities and legislative initiatives of the agency. Subjects include: legislation, particularly involving a Mortgage Revenue Bond (MRB) sunset extension bill, and the issue of PMI (Primary Mortgage Insurance); correspondence with the governor's office and several prominent members of the legislature (advisory panels); lobbying efforts, including copies of a small number of speeches by president Christine Flynn to special constituent groups; auditing reports by the General Accounting Office; and preparation for public hearings and regional meetings.

18118-94A: Records in this accretion include reports; testimony; working files on issues before conferences (membership, planning, committee work); material related to annual conferences; agendas and minutes of board of directors meetings and standing committee meetings of SONYMA; annual reports from Moody's Investors Service regarding the mortgage insurance industry; memorandums and correspondence on state policy and related information between SONYMA and executive chamber offices; background files on mortgage industry; monthly reports; organizational charts; press briefings and releases; research files; and annual policy statements.

18118-95: The majority of records in this accretion are files of Carmen A. Culpepper, president and CEO of the State of New York Mortgage Agency (SONYMA). Also included is a small amount of material of his successor, John Martinez, who held the dual positions of president of SONYMA and head of the Housing Finance Agency when these two public benefit corporations co-located.

The records are executive project files which document audits of the agency by the state comptroller and, to a lesser extent, administrative operations at the Albany and Buffalo regional offices.

The records include the following: monthly activities reports, memoranda on regional advertising, work plans, memoranda on leasing office space, and summary of estimated annual expenses pertaining to the Albany and/or Buffalo offices; 1991 memoranda regarding the state comptroller's audit of SONYMA under the Audit and Internal Control Act of 1987; 1990-1991 documents regarding the state comptroller's audit under the Mortgage Insurance Program (MIP), including report 89-S-37, response letters and memoranda on the draft audit report, and a copy of the final audit report; and 1990-1991 documents regarding the state comptroller's audit on "travel and entertainment" expenditures, including memoranda on changes to agency procedures, and preliminary report 91-S-55.

18118-97: This accretion consists of a variety of record types including: chrono files, Housing Finance Agency Board materials, reports to the governor, agency budgets, and briefing/research books.
