The series typically includes agency requests and justifications to revise jurisdictional classifications or other rules; justifications for the requests prepared by the Classification and Compensation Division (including comments from other Civil Service units or from outside parties such as employee unions); photocopies of the commission's resolution approving the proposed rule and of the governor's approval or disapproval; the text of the rule; and documents showing its subsequent promulgation by the Department of State.

The series includes only rules approved by the Civil Service Commission, which are subsequently approved or rejected by the governor or withdrawn by him.
