The testimony contains detailed information in a narrative form on the business and financial affairs of Sing Sing State Prison during Lockwood's term as agent (1850-1854). The disclosure of Lockwood and other state prison agents' mismanagement and malfeasance in 1854 was followed by a legislative investigation and major revisions in the laws governing the management of state prisons.
