These volumes were used to record books loaned to teachers by the State Teachers' Library. This library was established in 1895 in the Department of Public Instruction to loan books by mail to teachers located in rural parts of the State. Administrative History

The State Teachers' Library was established in 1895 in the Department of Public Instruction to loan books by mail to teachers located in rural parts of the State. Until January 1, 1897 the Library also sold books at a discount to teachers.
