Summary:
This series consists of the two election certificates of Andrew S. Draper as the first Commissioner of Education. The Unification Act of 1904 creating the State Education Department, and f the Education Law of 1909 specified that the Commissioner be elected by the legislature until 1910; subsequently the Board of Regents would appoint the Commissioner. The 1904 certificate was certified by the Secretary of State; the 1910 certificate was certified by the Board of Regents.

Scope and Content Note

This series consists of the two election certificates of Andrew S. Draper as the first Commissioner of Education.

The certificate dated 1904 was certified by the Secretary of State; the one dated 1910 was certified by the Board of Regents. The certificates were created pursuant to the provision of the Unification Act of 1904 creating the State Education Department, and section 330 of the Education Law of 1909. Both specified that the Commissioner be elected by the legislature until 1910; subsequently the Board of Regents would appoint the Commissioner.
