Administrative History
The Independent Study Task Force was created at the direction of the Division of the Budget to study and report on the Regents External Degree Program (REX) and College Proficiency Examination Program (CPEP).
The task force was charged with examining the following aspects of both programs: their quality compared to similar other higher education programs; whether they are appropriate programs to be administered by the Education Department; and their cost effectiveness. Members of the task force were appointed jointly by the director of the budget and the commissioner of education. The members appointed a study director to carry out its study.
Scope and Content Note
These working files contain the following: copy of the task force's report; correspondence of the study director with task force members; study director's memoranda concerning conversations and discussions held with task force members, Education Department officials, and other concerned educators; published and unpublished reports, mostly prepared by the Education Department, concerning different aspects of higher education; and a few clippings, organizational charts, and agenda for meetings of the task force.
