Summary:
These records document the development of studies and projects to meet the needs of rehabilitation clienteles served by state agencies. The minutes include exhibits in the form of correspondence; proposals for studies and projects; and report drafts, critiques, and revisions. The plan and drafts of the committee's final report list its activities; information exchanged; advice provided; and studies, reviews, and plans undertaken. The appendices include an estimate of the prevalence and rehabilitation needs of disabled persons; state services statistics; and a directory of training programs.

Scope and Content Note

The records document development of studies and projects to meet the needs of various rehabilitation clienteles served by State agencies. Each set of minutes has "exhibits" in the form of correspondence, proposals for studies and projects, drafts of reports, critiques and revisions that comprise a substantive record of the Committee's accomplishments.

The plan and drafts of the Committee's final report to the IHRB, New York State Programs in Rehabilitation (1958, revised 1959), written by the Board's Special Assistant, Joseph Fenton, list its most significant activities: information exchange; advice to the Joint Hospital Survey and Planning Commission on construction of rehabilitation facilities; review of Division of Vocational Rehabilitation projects; studies of personnel shortages in the rehabilitation field, and in State social work bureaus; study of sheltered workshop programs; dissemination of information on services for epileptics; study of rehabilitation needs in State correctional institutions, with specific reference to epileptic inmates, vocational rehabilitation services, and general medical supervision; study of problems of younger disabled persons needing long-term care facilities; and plans for a community-based rehabilitation field laboratory.

The report's appendices contain an estimate of the prevalence of disabled persons and their rehabilitation needs that was dropped from the 1959 revision, as well as statistics on state services and a directory to training programs.
