Scope and Content Note

This series contains investigative material, correspondence, legal documents, and transcripts of hearings in front of the Board of Social Welfare relating to charitable institutions investigated by the board for personal or financial malfeasance. These institutions provided for dependent, neglected, or delinquent children, as well as for the aged, indigent, disabled, and disadvantaged. Investigations occurred after the board was made aware of allegations of abuse of dependents, discrimination, financial or licensing irregularities, or other problems. Though the board largely confined its ultimate judgment to decide whether or not to revoke an institution's license to operate upon the conclusion of an investigation, records contain a few instances of cooperation with law enforcement as well.
