Scope and Content Note

This series consists of archival copies of the publicly accessible websites of the New York State Department of Audit and Control, which is commonly known as the Office of the State Comptroller. Researchers should note that, owing to the site's size and the limitations of Web archiving technology, efforts to copy this site prior to mid-2008 were not successful.

B2079-08: This accretion consists of a copy of the Department of Audit and Control website produced on June 9, 2008, shortly after the resignation of Governor Eliot L. Spitzer (2007-2008). It contains information about the department's mission and organizational structure; retirement publications (2003-2008) for state and local government employers and employees; press releases (2008); and retirement system forms (2008). This copy also contains publications relating to local government financial management, accounting, worker's compensation, and a number of other financial topics (2003-2008), newsletters (2003-2008), and annual reports concerning local governments, and local government audits (2003-2008). Also included are legal opinions written by the department's Office of Counsel (1988-2008), state budget reports (1996-2008), New York City budget reports (2003-2008), and materials relating to the Deputy Comptroller for the City of New York.

B2079-11: This accretion contains a copy of the main Department of Audit and Control website produced on December 20, 2010, shortly before Governor David A. Paterson (2008-2010) left office. It contains information about the department's mission and organizational structure, press releases (2007-2010), retirement system forms, and retirement publications (2007-2010) for state and local government employers and employees, some in Spanish. This copy also contains publications relating to local government financial management, accounting, worker's compensation, and a number of other financial topics; annual reports concerning local governments (2003-2010), monthly financial reports (1999-2010), newsletters (2006-2010), and audits of local governments, public authorities, and state agencies (1995-2010). Also included are legal opinions written by the department's Office of Counsel (1988-2010), state budget reports (2003-2010), New York City budget reports (1997-2010), and materials relating to the Deputy Comptroller for the City of New York.

Researchers should note that many of the "Home" links at the top left of each page do not work properly. Click the Web browser's "back" button to return to the home page.

This accretion also includes three other Department of Audit and Control websites. The 529 College Savings Program (captured December 20, 2010) site contains information about the state's college savings program including forms, college saving resources, a frequently asked questions section, and descriptions of various investment options. The department's YouTube Channel (copied January 13, 2011) contains information about videos that it produced for the public; however, neither the videos nor most of the other content within this channel could be captured properly. The Open Book New York site (copied April 15, 2011) contains information on local and state government spending. (2010). Researchers should note that, owing to the structure of the live pages and the limitations of Web archiving technology, most of the information contained within this site could not be captured properly.

This site contains information on the state's college savings program including newsletters (2013-2015), forms, a frequently asked questions section, and descriptions of various investment options.

B2079-15: This accretion contains of a copy of the Department of Audit and Control website produced on January 22, 2015, shortly after Governor Andrew Cuomo (2011- ) completed his first term of office. It contains information about the department's mission and organizational structure, retirement publications (2007-2014) for state and local government employers and employees (some in Spanish), and press releases (2008-2015). This copy also contains publications relating to local government financial management, accounting, worker's compensation, and other financial topics, annual reports (2003-2014), state financial reports (2002-2014), newsletters (2006-2014), and audits of local governments (2009-2015). Also included are legal opinions written by the department's Office of Counsel (1988-2012), state budget reports (2007-2014), New York City budget reports (2003-2014), and materials relating to the Deputy Comptroller for the City of New York.

This accretion also includes three other Department of Audit and Control websites. The Open Book New York site (copied January 15, 2015) contains information on how local and state government agencies spend their funds. Researchers should note that, owing to the structure of the live pages and the limitations of Web archiving technology, most of the information contained within this site could not be captured properly in 2015. B2079-20: This accretion contains a copy of the Department of Audit and Control website produced on February 10, 2020. It contains background information about the department's mission, forms and publications for state and local government employers, employees, and retirees, information about unclaimed funds the department holds on behalf of New York residents, press releases (2015-2020), and legal opinions (1988-2012). Also included are many publications concerning the state's finances, including annual financial reports (2003-2009), annual reports on the state's financial condition (2003-2019), citizen's guides to state finances (2007-2016), state budget reports (2007-2020), official statements concerning the state's general obligation bonds (2008-2019), and audits of state government agencies and public authorities (2016-2019). Research reports and other publications (2003-2020) relating to local government finances, audits of local governments (2014-2020), and forms and publications concerning county, city, town, village, school district, and justice court financial reporting requirements are also included.
