Scope and Content Note

This series consists of archival copies of the publicly accessible websites of the New York State Office of Mental Health. Researchers should note that, owing to the structure of the site and the limitations of web archiving technology, repeated efforts to copy the main Office of Mental Health Web site were not successful through 2008.

B2138-07: This accretion consists of a copy of the Office of Mental Health's Project Liberty site produced on December 21, 2006, shortly before Governor George E. Pataki (1995-2006) left office. It contains background information about Project Liberty, the Office of Mental Health's outreach and crisis counseling program for people affected by the September 11, 2001 terrorist attack on the World Trade Center; eligibility guidelines and other materials for mental health care providers; and information about Project Liberty services for children and teenagers provided in partnership with the New York City Department of Education. It also includes brochures (English, Chinese, Creole, Korean, Russian, Spanish, and large print) concerning Project Liberty mental health services and coping with the aftereffects of the attack.

B2138-08: This accretion consists of a copy of the Office of Mental Health's Project Liberty site produced on August 25, 2008, shortly after the resignation of Governor Eliot L. Spitzer (2007-2008). Although the appearance of this copy differs from that of the December 21, 2006 copy, the content of the two copies is virtually identical. Researchers should note that at some point after mid-2008, the Project Liberty site was removed from the live Web.

B2138-10: This accretion consists of a copy of the main Office of Mental Health site produced on December 20, 2010, shortly before Governor David A. Paterson (2008-2010) left office. It contains information about the office's mission, history and organizational structure; press releases (2005-2010); the 2010-2014 Statewide Comprehensive Plan for Mental Health Services; and publications about various mental illnesses including anxiety, depression, eating disorders, Post-Traumatic Stress Disorder, and schizophrenia. Also included are annual reports (2006-2009) and Executive Budgets (2006-2009). Information about mental health resources for adults, children, educators, military personnel and their families, and local governments is also present. In addition, information about caring for and supporting children with mental illness, suicide prevention, human trafficking, and school violence is included.

Researchers should note that, owing to the structure of the site and the limitations of web archiving technology, some of the information contained within this site could not be captured properly.

B2135-14: This accretion consists of a copy of the Office of Mental Health's Employment Services System site produced on March 7, 2014. It contains training information and resources (2011-2014) concerning the employment of people with disabilities; a list of partner organizations; and the text of a Memorandum of Agreement between the Research Foundation for Mental Hygiene and the State Education Department's Office of Adult Career and Continuing Education Services-Vocational Rehabilitation (2013) regarding the Social Security Administration's Ticket to Work program. It also contains information, resources, and publications for people with disabilities, vendors, and providers.

B2138-15: This accretion contains a copy of the main Office of Mental Health site that was produced on January 28, 2015, shortly after Governor Andrew Cuomo (2011- ) completed his first term of office. It contains background information about the office and newer press releases (2011-2015), annual reports (2006-2013), and Executive Budgets (2006-2013). Information for mental health service providers includes clinical and advisory guidelines, webcasts (2011-2014), and data collection forms and instructions. Also present is information for consumers and their families including newsletters (2010-2014), publications concerning various mental illnesses, and updated information about programs and services for children, teens, families, adults, senior citizens, military personnel and families, mental health care providers, educators, and government partners.

Also present are copies of two other websites maintained by the Office of Mental Health as of January 2015. Most of the information found within the Employment Services System site (copied January 27, 2015) is also included in the March 7, 2014 copy, but this copy contains the text of the Executive Order (2014) establishing the Employment First program. The Office of Mental Health's Twitter feed (copied January 16, 2015) consists of news items and information about upcoming events. Researchers should note that, owing to the limitations of web archiving technology and the structure of the live page, most of the content in this feed could not be captured properly. Researchers should also note that, owing to the structure of the live site and the limitations of web archiving technology, repeated attempts to capture the office's Facebook, Youtube, and Flikr pages in 2015 were unsuccessful.

B2138-20: This accretion contains a copy of the main Office of Mental Health site that was produced on March 9, 2020, during the third term of Governor Andrew M. Cuomo (2011- ). It includes background information about the office; newer press releases (2015-2020); the 2016-2020 Statewide Comprehensive Plan for Mental Health Services and a 2017 report concerning the plan; and information about the office's efforts to change how it provides services to consumers and their families. It also contains updated information about services available for children, adolescents, adults, senior citizens, and veterans; a Family Survival Handbook; and additional publications concerning a wide array of mental health conditions. Information for providers includes clinical guidelines and advisories; information about the office's data systems; guidance and resources for providers operating programs licensed or funded by the office; and resources relating to disaster mental health preparedness, suicide prevention, and the Assertive Community Treatment Act. Information about procurement opportunities (2017-20), inpatient and outpatient facilities and field offices operated by the office, and statistical data and data visualizations are also present.

This accretion also includes a March 13, 2020 copy of the New York Employment Services System (NYESS) site. It contains information about the program, the final report of the New York State Employment First Commission (2015), and information for people with disabilities regarding Social Security employment provisions and the state's Medicaid buy-in program. Also included are resources for providers of supported employment services, including a guide for employment specialists (2017); and webinar slideshows (2013-2016) concerning the Employment First Program, using state government sites to find employment opportunities, and using NYESS reports and data systems. A toolkit for prospective employers is also present.
