Scope and Content Note

This series consists of archival copies of the publicly accessible websites of the New York State Public Service Commission. Researchers should note that the commission's main site was not captured in 2014 or 2015 and that repeated attempts to capture it in 2019 and 2020 were unsuccessful.

B2160-07: This accretion consists of a copy of the Public Service Commission site produced on January 1, 2007, the day after Governor George E. Pataki (1995-2006) left office. It contains information about the commission's history, mission, and organizational structure; forms for utilities and consumers (2006); and orders of the commission on several topics, including agency-regulated utilities such as telecommunications, electric, gas, steam, water, and cable. A listing of these utilities (2006) is also present. This copy also includes consumer information about energy competition between utilities, safety and how to report unethical business practices, consumer guides (some in Spanish), typical customer bill information for gas and electric utilities (1996-2006), and information about filing complaints with the commission.

Also included is a glossary of terms used by utilities and their regulators (2001), annual reports (1993-2004), session schedules of the commission (2006-2007), and information about numerous cases on which the commission ruled, including investigations and reviews of the business practices of utilities (2003-2006). Documents related to sustainable fuel, power outage reports, Federal Energy Regulatory Commission and Federal Communications Commission filings (2001-2006), Office of Consumer services complaint statistics (2000-2006), "Annual Financial Statistics of the Utilities in New York State" (2003-2005), and agenda items for commission meetings (2005-2006) are also present.

Researchers should note that owing to the structure of the live site and the limitations of Web archiving technology, the Electronic Tariff System section of this site was not captured because it requires a user log-in.

B2160-08: This accretion consists of a copy of the Public Service Commission site produced on June 10, 2008, after the resignation of Governor Eliot L. Spitzer (2007-2008). It contains information about the commission's history, mission, and organizational structure; forms for utilities and consumers (2008); and orders of the commission on several topics, including the agency-regulated utilities such as telecommunications, electric, gas, steam, water, and cable. A listing of these utilities (2008) is also present. In addition, there is consumer information about energy competition between utilities, safety and how to report unethical business practices, consumer guides (some in Spanish), typical customer bill information for gas and electric utilities (1996-2008), and information about filing complaints with the commission.

This accretion also includes a January 3, 2011 copy of the Public Service Commission's Twitter page. Researchers should note that, owing to the structure of the live page and the limitations of Web archiving technology, most of the information contained within this page could not be captured properly. Researchers should also note that the Public Service Commission's Facebook page could not be copied successfully as of early 2011.

The New York State Archives used Web archiving software to copy these Web sites in order to preserve the information they contain.
