Administrative History
The New York State School for the Deaf, established in 1875 in Rome, N.Y. as the Central New York School for Deaf-Mutes, was
founded by a deaf man named Alphonso Johnson, Dr. Thomas Gallaudet, and a group of local businessmen. The school functioned
as a private institution managed by a board of trustees to which the State of New York provided additional support. In 1963,
ownership of the school was transferred to the State Education Department.

Student cumulative records are restricted for 100 years under the U.S. Family Educational Rights and Privacy Act (FERPA),
20 USC sect. 1232g. Records are also restricted in accordance with Mental Hygiene Law, Section 33.13, relating to confidentiality
of clinical records and the N.Y. Freedom of Information Law sect. 89.2(b) relating to protection of personal privacy.
