The series consists of subject files of Senator James Donovan, largely related to his chairmanship of the Senate Education Committee from 1977-1990. Records include correspondence, legislative bills, press releases, notes, agenda, reports, and press clippings.

Subjects include licensing and education of acupuncturists; promotion of education programs to enable welfare recipients to enter the workforce; local school boards; social services to youth; state financial assistance to local school districts; school construction and repair; health insurance payments for school districts; and New York City school governance (Marchi Commission). A folder of material concerning Senator Donovan's death in 1990 is also included.

Custodial History

These files, created by Senator Donovan and his staff, remained in the Senate Education Committee until transfer to the State Archives. At least three persons were responsible for their compilation: James Cultrarar (legislative associate and later assistant director responsible for the committee's legislative programs), John Mooney (legislative associate who was a writer and staff contact for New York City issues until 1993), and Lois Wilson (who became director of the committee in January 1989).
