Scope and Content Note

The series consists of agendas, reports, and transcripts of proceedings of monthly meetings of the State Hospital Review and Planning Council (SHRPC). The SHRPC was created within the Department of Health by Chapter 730 of the Laws of 1964 to help improve the quality, efficiency, and economy of health care in the state. The records reflect the council's role in making recommendations to the Commissioner of Health and the Public Health Council on the need for construction, reconstruction, or modernization of hospitals and nursing homes, and working with federally designated local health planning agencies. The council also advises or assists public agencies or prepayment health plans on standards conducive to the public health and welfare.

The records typically include: general membership and committee membership lists (and revisions) and/or rolls of members present at meetings; meeting schedules; reports by the commissioner of health and chairs of various SHRPC committees (on topics such as pertinent chapter laws and vetoes, proposed payment systems, etc.); transcripts of testimony before the council or its committees; summaries of applications for establishment and construction of health care facilities, along with staff reports, findings, and recommendations; home care licensure applications, including staff reviews on character and competence; SHRPC project reviews and related capital cost reports; and scattered interoffice memoranda and staff notes relating to meetings.
