This series contains landlord and tenant protest of decisions by local rent administrators regarding recovery of possession
and maximum rent, and the orders and opinions of the Commissioner and State Rent Administrator filed with the predecessor
Temporary State Housing Rent Commission. The files contain affidavits and supplementals of the tenant's protest and original
signed copies and carbon copies of the order and opinion of the commissioner.

Administrative History
The Temporary State Housing Rent Commission was created by the Legislature in 1946 but did not function until federal rent
controls lapsed in 1950. In 1951, the commission's regulations received legislative validation. The commission was composed
of one member, the Commissioner who was appointed by the governor with consent of the Senate, and was charged with fixing
maximum rents for housing accommodations in New York City and the rest of New York State and making regulations relating to
the recovery of possession. In 1964 the functions, responsibilities, and appropriations of the Temporary Commission were transferred
to the division of Housing and Community Renewal, Office of Rent Administration. The series was apparently created by the
Protest Section located in the principal downstate office in New York City.
Scope and Content Note
This series contains landlord and tenant protest of decisions by local rent administrators regarding recovery of possession
and maximum rent, and the orders and opinions of the Commissioner and State Rent Administrator filed with the predecessor
Temporary State Housing Rent Commission. The files contain affidavits and supplementals of the tenant's protest and original
signed copies and carbon copies of the order and opinion of the commissioner. Files may also contain the following: photographs
of housing accommodations; request for docket on protest; notice of filing of protest; notice of conference between the landlord
and tenant; report of proceedings of conference; notice of stay of eviction certificate issued by the commissioner in force
until decision is rendered; order granting certificate of eviction; order denying application of protest or terminating proceedings;
an analysis sheet containing summary information on the two parties and a progress log; incoming and outgoing correspondence;
answers to the protest.
