Scope and Content Note

This series contains files relating to programs intended to provide opportunities for higher education to the educationally and economically disadvantaged. These programs provide funds for screening potential enrollees; remedial courses; tutoring, counseling, and guidance for enrollees; and supplemental financial aid for enrollees' expenses. The programs are: Search for Education, Elevation and Knowledge (SEEK) - established by legislation in 1966, this program is centered at City University of New York (CUNY) four year colleges; Educational Opportunity Program (EOP) - an extension of SEEK, this is a program at State University of New York (SUNY) colleges; and Higher Education Opportunity Program (HEOP) - extension in 1969 of the same concept to private colleges; College Discovery - first created in 1964 by the Board of Higher Education of the City University of New York (CUNY), this program is centered at CUNY two year colleges; and Educational Opportunity Centers (EOC) - established in 1973 at SUNY campuses after approval by the Board of Regents of a concept proposed in the 1972 SUNY Master Plan. EOC's were created by combining the former Urban Center and Cooperative College Center programs. They provide occupational as well as educational training to disadvantaged students.

The files for the SUNY and CUNY programs contain all or some of the following documents related to the department's review and evaluation of these programs: annual report of program; annual general plan of program; reports of field visits; audit reports; and correspondence with program administrators and internal memoranda concerning program evaluation, review, funding, and policy development.

The files for private colleges and universities (HEOP) contain all or some of the following documents: HEOP proposal outlining the school's projected program; copy of contract between the department and the institution providing HEOP funding; fall and spring HEOP enrollment reports; summary sheet giving dates of departmental transmittals and approvals of the HEOP contract; copies of vouchers for HEOP payments made to the institution; correspondence with school officials concerning the granting of funds, payments made, funding conditions, and eligibility of students; notes on program made during visitation; and final report of the program providing program statistics on student turnover, sex and ethnic breakdown, admissions profiles of students, family incomes of students, ranges of grades earned, numbers of credit hours earned, and expenses. Also included is economic eligibility data (names, family income and size) for all students in the program.

At the end of the series are several files that supplement the contents of the program case files. These files are: "letters of intent" containing copies of standard forms announcing a school's intent to file a HEOP proposal, and a copy of the proposal; audit files containing contracts, budgets, and program final reports for varying spans of years; and survey forms from survey of disadvantaged students completed in 1974, giving academic, demographic, and personal information on students participating in HEOP programs in 1970 and non-participants in 1967.

Included are budget analyses (handwritten and typescript); visit reports; analysis forms; checklists and related correspondence; grant award letters; letters of intent to submit funding proposals; copies of submitted proposals; and proposal amendments and evaluations.
