Scope and Content Note

This series consists of correspondence, memoranda, reports, tables, and other documents relating to public education finance in New York State, compiled by the office of Lois J. Wilson, Deputy Chief Budget Examiner. Prominent subjects in the records include: pending legislation and appropriations; proposed modifications of the school aid formulas; cost analysis of education; equalization and assessment of local taxes; special studies on school finance; and the Task Force on Maximization of Federal Funds for Handicapped Children. There are also copies of letters on school finance issues prepared for Governor Hugh L. Carey, Secretary to the Governor Robert J. Morgado, and Division of the Budget officials. In addition, the series contains letters and memoranda from the Division of the Budget on bills passed by the Legislature.

The "Lois Wilson chronological files" subseries contains letters and memoranda to and from the Deputy Chief Budget Examiner. The "Lois Wilson day books" subseries contains the same material as the chronological binders plus many letters prepared by her for the Governor and officials of the Division of the Budget. There are also binders of letters and memoranda prepared by Education Unit staff for Governor Hugh L. Carey, Secretary to the Governor Robert J. Morgado, Acting Budget Director Howard F. Miller, Budget Director Michael Finnerty, and Chief Budget Examiner Paul T. Veillette. Other binders contain letters and memoranda prepared by Education Unit Staff members David McClumpha, Christine Dascher, and James Shea.

The "Staff day books" subseries contains letters and memoranda prepared by Local Assistance Section staff generally. The "SED notebook" subseries contains letters, memoranda, and statistical reports from the State Education Department, particularly from Associate Commissioner for Administration Richard J. Sauer. Finally, there are binders of Division of the Budget legislative bills and memoranda, press releases and related material, and agendas and minutes of the Task Force on Maximization of Federal Funds for Handicapped Children. Often, copies of documents are found in several different binders.
