These records document efforts by a coalition of state education departments to oppose elimination of the deductibility of
state and local taxes on itemized federal income tax returns. These records, created by the Federal Legislation Unit to monitor
and promote the State Education Department's position (commonly referred to as "SALT-D"), consist of correspondence, memoranda,
