Scope and Content Note

This series consists of positive declarations, the arrangement of which is based on Department of Environmental Conservation geographical region and levels of governmental organization (county, town, village), which was adapted from an arrangement used by the Division of Equalization and Assessment. Negative declarations are not extant.

15804-95: Included with this accretion are manual log books covering both positive and negative (i.e. no statement files) declarations from November 1, 1978 to October 31, 1983. The chronological logs give some or all of the following information: Department of Environmental Conservation region number; county; city/town code numbers; filing date; lead agency; project title; project description, code, and/or other identifier; type of action; and accession number.

15804-95A: This accretion consists of two findings aids to State Environmental Quality Review Act (SEQRA) repository positive declaration files.

One binder contains transfer lists itemizing the contents of SEQRA records dated 1978-1993, which were transferred to the Archives. The lists are standard completed State Records Center transfer lists arranged in chronological order. Within each list the containers are listed numerically. The files in each container are arranged numerically by location code.

Another binder contains Department of Environmental Conservation master SWIS code listings for each New York State county, town, city and village. Each locality has a six digit code. First two digits correspond to county. Last four digits correspond to municipality within the county. There are also codes for statewide declarations corresponding to state agencies, departments, and authorities.

Within the files each declaration is assigned a code number prefixed by either an "N" for negative or "P" for positive. The first digit corresponds to one of the seven Environmental Conservation regions; a "O" signifies a statewide declaration. The next two digits correspond either to a county, or in the case of a statewide declaration, will contain "00." The next four digits correspond to a municipality or to a state agency. The last digits are the consecutive number of the declaration (corresponding to an accession number).
