Scope and Content Note

These records were created to document policy decisions and actions of the division or information received from other Governor's Office of Employee Relations (GOER) divisions or entities. These files contain: informational memos; background material and general correspondence regarding GOER programs; correspondence and policy memos from the Executive Chamber; state policy memos and correspondence; and Director and Executive Director day books.

16243-94: Major subjects addressed by records in this accretion are: contract negotiations and factfinding with all major bargaining units, including issues such as attendance and leave, wage comparability, and day care (ca. 1969-1977); civil service reform (ca. 1975-1990); the Committee on Women in Government (CWIG), including board meeting minutes and materials related to issues such as barriers to advancement, minority training, non-traditional jobs, and increasing access to state government (ca. 1976-1981); and day care services (Empire State Day Care) and child care policy and guidelines (ca. 1980-1991).

16243-95: The bulk of this accretion consists of subject files of staff of the Executive Division of the Governor's Office of Employee Relations (GOER) for 1990. In addition, there are travel requests, memoranda, calendars, and background information on Bar Association meetings and other conferences (1979-1980 and 1990-1994); citations and executive orders celebrating GOER accomplishments (1989-1990); and correspondence of the Control Unit (1993-1994).

16243-96: This accretion consists of memos, copies of court decisions, reports, information from other states and research notes relating to the formulation and implementation of a policy of drug testing of public employees.

16243-97: This accretion documents decisions and actions of the division and contains informational memos, background materials, correspondence regarding GOER programs, policy memos from the executive chamber and director's day books.

16243-07A: This accretion consists of the subject files of Executive Directors James Gill, Linda Angello, John Currier, and George Madison. Major subjects documented by this accretion include the September 11, 2001 terrorism attack on the World Trade Center, the Work Force Mangement (Retirement Incentive) Program, and Governor George Pataki's Economic Summit for Women.
