Scope and Content Note

The series consists of administrative subject and correspondence files of the Budget Director, the chief officer of the Division of the Budget. The records document the Division's policies, management, and operations; its working relationship with Executive Department officials and the Legislature; and its involvement in the development of state fiscal and budgetary policy.

16568-92: The records in this accretion span several years of the directorship of Wayne Diesel. Files include material on various budgetary issues, governor's programs, key item reporting, tax policies, legislative budget negotiations (including copies of some bills), budget forums and summaries, and issue papers and unit briefing material from numerous agencies (especially the departments of Social Services and Health) and relating to various subjects (such as the crack epidemic).

16568-99: This accretion consists of memoranda and letters sent to and received by the office of budget director, R. Wayne Diesel, to and from DOB unit heads and the governor's office concerning the governor's program, proposed legislative changes, and a variety of economic matters and issues.

16568-08: This accretion consists of the records of Paul Appleby, Director of the Budget from January 1, 1955 to his retirement in October 1957. He was succeeded by the Deputy Director, Clark Ahlberg. The records contain the Director's memoranda to Governor Harriman, memoranda to department and agency heads, correspondence, subject files, and assorted budget records.

16568-10A: The bulk of this accretion consists of memoranda, reports, speeches, and publications dating from ca. 1960-1980. A couple of the publications deal with the Temporary State Commission on the Constitutional Convention (1967).

16568-12: This accretion consists of correspondence, day books, and general subject files that were created by Budget Directors Dall Forsythe, Rudy Runko, and Pat Bulgaro. Records include correspondence to and from Division of the Budget unit heads and the governor's office concerning proposed legislative changes, and a variety of economic matters and issues. Subject files relating to various agencies including the Department of Transportation, Department of Correctional Services, and Department of Tax and Finance are also included.
