Scope and Content Note

This series consists of annual goal plans for utilizing minority and women-owned business enterprises (M/WBEs) for purchases of goods and services as submitted by over 92 State agencies since the start of the minority and women's business enterprises program. The centerpiece of an agency plan is a statement of goals in terms of the percentage of total discretionary spending it intends to direct to minority-owned (Black, Hispanic, Asian/Pacific Islander, Native American) and women-owned firms.

The annual goal plans also include supplemental materials, including an overview of agency activities, an agency policy statement for utilizing M/WBEs, information on agency M/WBE programs, information on special agency outreach efforts planned for the year to increase utilization of M/WBEs, information on mechanisms to ensure contractor compliance with agency goals, and sample forms to be used to gather data on the use of M/WBEs as contractors or subcontractors. The files also include memoranda and correspondence documenting the review and approval of goal plans by the Agency Services Bureau to ensure their completeness and compliance with State M/WBE goals.
