The records consist of applications to operate Managed Care Organizations (MCOs), which include Health Maintenance Organizations
(HMOs) and Prepaid Health Services Plans (PHSPs). Also included are proposed operation statements, reports and recommendations
as to merits and possible shortcomings of the application, application-related correspondence, and copies of the actual certificates.
