This series consists of registers of bills delivered at the Office of the Secretary of State, State of New York Executive Chamber, as well as various documents filed by the Secretary of State's office, later Department of State.

The memoranda of bills delivered are recorded in three registers representing the years 1877-1879, 1888-1894, and 1901-1904, respectively. Other documents span the years 1894 to 1931, and include various resolutions; rules, regulations and laws; amendments; liens; convention minutes; permits; memoranda and correspondence. Most numerous documents include resolutions of city and county political committees, and public electors, in relation to the Primary Election Law; county game laws; rules and regulations of the Forest, Fish and Game Commission; permits issued under the National Prohibition Act; resolutions regarding State Hospital Districts; general, local, special and amended orders to counties from the New York State Fuel Administration; dog registration regulations for various counties; and resolutions reducing the number of coroners. Less frequently found documents include correspondence between the Secretary of State and other states and foreign nations, and documents regarding Legislature printing and publishing.
