Scope and Content Note
This series contains printed annual reports and handbooks prepared by the Board of Managers of the State Reformatory at Elmira. Also included are annual reports created by the State Board of Managers of Reformatories, which temporarily had jurisdiction over both the State Reformatory at Elmira and the Eastern New York Reformatory at Napanoch. Scattered topical reports relating to juvenile delinquency are included as well.
