Scope and Content Note

This is a handwritten record of state and federal funds expended under the provisions of the federal Sheppard-Towner Act (1921) Chapter 843, pursuant to Laws of 1923. Under the federal-state program the state received approximately $80,000 of federal funds, and appropriated $76,000 in matching revenues for infant, child, and maternal health services. Chapter 843 made the state treasurer the custodian of federal funds, responsible for making payments on receipt of certificates from the state commissioner of health. In similar fashion, state matching funds were paid out of the treasury on warrants issued by the state comptroller on certificates of the commissioner.

In addition, the series contains the following inserts: "Budget of Estimated Expenditures from 1924 Funds" (1923-1924) submitted to Maternal and Infant Hygiene, Children's Bureau, U.S. Department of Labor; "Statement of Federal Sheppard Towner Fund Balances as of June 1, 1924;" and "Statement of Sheppard-Towner Funds: Cash Balances May 1st and estimated expenditures to June 30."
