The records were generated pursuant to Chapter 416 of the Laws of 1900, which authorized the establishment of a State Hospital "in some suitable location in the Adirondacks for the treatment of incipient pulmonary tuberculosis." The legislation also provided for a treasurer who would be responsible for all financial business.
