Scope and Content Note

Carbon typescripts of trancripts document Charles H. Strong's investigation into charges brought against the State Board of Charities by John A. Kingsbury, Commissioner of Public Charities of New York City. Kingsbury presented the Governor with charges that the Board had neglected its responsibility toward institutions for children in New York City. Acting under authority of the 1907 "Moreland Act" (an amendment to a law of 1892), the governor appointed Strong to investigate the management and affairs of the Board in regard to these charges.

The series contains only extracts of the testimony taken in hearings held by Strong. The records include: transcripts of testimony concerning conditions in New York City institutions and the extent of responsibility of the Board and of City agencies for the institutions; lists of witnesses and hearing dates; and partial list of exhibits presented at the hearings and a copy of one exhibit, a letter to the Board from an institution protesting a "2nd class" ranking following an inspection by the Board.
