Scope and Content Note

This series consists of commissions utilized by northern states in commissioning general officers during the Civil War.

The commissions are blank except for signatures of appropriate state officials (i.e., adjutant-general or governor) and the state seal. The commissions were collected by the Bureau of Military Statistics in 1865. The chief of the bureau, in his first annual report, announced that it would be the bureau's intention to seek for "every fact relating to the rebellion."
