General correspondence files relate to the planning and implementation of the Mutual Aid Plan for Highway Repair and Debris Clearance. The correspondence is between the State Coordinator, Edward T. Gawkins, and city and district engineers, Superintendent of Highways, Executive Secretary of the Conference of Mayors, Superintendent of Public Works, zone coordinators, county superintendents, city coordinators, county assistants, city managers or mayors, and others. The final folder includes a Mutual Assistance Plan for Genesee County (part of Zone #4) with charts of organization, personnel, and equipment.
