Scholarships to Cornell University were first provided for in the legislation establishing the university in 1865 (Chapter 585).
The first scholarships were awarded in 1868 when the university opened. Scholarship winners were selected by local school officials until 1887 when legislation (Chapter 291) required that a competitive examination be held under the direction of the Superintendent of Public Instruction. In 1904 the new State Education Department took over this function. From 1931 through 1944 awards were made on the basis of results achieved in the Regents high school examinations; in 1945 the basis of selection became the Regents Scholarship Examination.
