This series contains information on New York City civil service practices, its violations of Civil Service law and rules; and the city's justification of irregular civil service practices. The hearing transcripts, reports and brief document the State Civil Service Commission's investigation of the New York City Civil Service Commission. Most information consists of "minutes" of testimony and exhibits taken by the State Commission during its investigation. Also included is the final report to the Legislature and the city's reply.

Scope and Content Note

This series contains hearing transcripts, reports and a legal brief from the State Civil Service Commission's investigation of the practices of the New York City Civil Service Commission. The investigation was prompted by the City Commission's numerous requests for exceptions and exemptions and the 1914 appointment of forty-eight examiners of charitable institutions which ignored an existing eligibility list of 100 names.

Most of the series consists of eleven volumes of "minutes" containing a complete chronological transcript of testimony and exhibits taken by the State Commission during its investigation. Also included in the series is a copy of the final published report to the Legislature and the city's reply to the report in the form of a brief of the Municipal Commission. This series contains information on New York City civil service, hiring and personnel practices, which at the time included violations of Civil Service law and rules. The brief contains the City's justification of irregular civil service practices.
