Scope and Content Note

This series consists of the subject and correspondence files of both the original three-member Personnel Council (1945-1954) and the second Council (1955- ).

The files of the original Council contain reports and memoranda of Council committees and sub-committees, training course material, Council publications and general releases, press clippings, correspondence with union officials, survey results, Council annual reports, special studies, staff memoranda, and complaint and grievance appeals hearings. These files reflect the original Council's large number of concerns and contain information on employee grievance evaluation, civil service law, training of supervisors, individual employee grievances, employee health programs, and State's general personnel policy.

Files of the second Council are contained in binders and file folders. These files contain Council publications and newsletters, memoranda, detailed minutes of general meetings, membership lists, correspondence, agendas, committee records, and planning documents. Council publications, minutes, and some of the other records contain information on labor relations, civil service matters, and pesonnel management. Most correspondence and memoranda however, concern administrative matters such as planning and setting agendas for general meetings, committee assignments and referrals, Council by-laws, and program development.
