Scope and Content Note
The series constitutes the major work product of the commission, which was required to submit reports to the governor and legislature. The reports were issued as a result of studies of various aspects of public employee pension and retirement systems in New York State, by which the commission made recommendations for improvements to those systems.
The commission reviewed features of existing major systems within New York and in other states, to assess strengths and inadequacies. It also commented on pension-related legislation introduced into the legislature, and the series contains some examples of proposed bills submitted to the legislature to implement commission recommendations. The reports typically include extensive appendices, often with tables and charts, comparing requirements or detailing benefits or costs of various plans.
