This series consists of published annual reports of commissions and institutions with management oversight of those deemed
to be mentally deficient. The volumes were maintained at the Willard Psychiatric Center library, most likely for research
purposes and later as historical references. Also included is an 1888 photograph of resident officers of the Willard Asylum
for the Insane.
