State Advisory Councils on Vocational Education were created by the Congress of the United States with the passage of the Vocational Education Act of 1963. The New York State Advisory Council was established for the purpose of compliance with the amendments to the Vocational Education Act in 1968 (P.L. 90-576, Title I, Section 104[B]). The law states, "Any State which desires to receive a grant under this Title for any fiscal year shall establish a State Advisory Council."

The original twenty-eight members of the Advisory Council were appointed by Governor Nelson A. Rockefeller in April 1969. Later members were appointed by the Board of Regents. Members of the Council included academics, businesspeople, representatives from labor unions, and school officials. The Advisory Council was charged to advise and make recommendations concerning the state's vocational education programs, and to make annual reports to the Board of Regents of the University of the State of New York, the National Advisory Council on Vocational Education, and the United States Commissioner of Education. The Council ceased operations in 1996.
