Scope and Content Note

The series consists of a variety of materials primarily pertaining to staffing and employee relations issues. Some of the records were directives from the Department of Mental Hygiene's Bureau of Employee Relations to personnel officers statewide. The records are probably a small part of a larger group of files kept by the Syracuse State School's personnel office.

Records include memoranda (1968-1974) about department training, disciplinary procedures, labor-management meetings and negotiations, changes in employee classifications and similar matters; estimates submitted to the department by the director of the school for payment of salaries for personal service items, and budget statements of personnel requirements for fiscal years 1969/70 through 1973/74; certifications from Division of the Budget approving staffing appropriations for the school in 1973; and a very small amount of correspondence and background matter regarding staffing assignments and requests for classifications of patient care positions (March-May 1974).

There are copies of a few reports in the series that profile the state workforce. These include the 7th annual report (1973) on "ethnic characteristics" sent to personnel officers to support affirmative action plans, and a 1974 "Leave Survey" on use of leave, overtime and holiday work by state employees.

Also included are employee manuals on uniforms (1966, 1973), attendance rules (1957) and Unemployment Insurance information (1970-1971), a Food Service Training Program (1974) and Bureau of Nutritional Services Equipment Manual (1974), and a State School Training Manual for patient attendants. There are also two employee directories (1984, 1991).
